On Day One, I will declare a State of Emergency at the Tijuana River. From heavy metals to benzene, toxic aerosols are trapping South San Diego residents in their homes and sickening our Navy SEALs.
While the state argues over funding, community members are paying with chronic illness and stolen potential. We must build better river channels to stop the sewage at the source and keep it out of our shorelines and our lungs.
